2nd International Conference on Afghanistan: Prospects for Future
Call for Papers
One year passed since the fall down of Taliban Regime and the
establishment of a new political settlement in Afghanistan
under the title of "Interim Administration" for a six month
period. Consensus of anti-Taliban groups and cooperation of
regional and trans-regional actors on the framework of Bonn
process helped to form this new situation.
At the end of this period and by the result of Loya Jirga
decisions, the Islamic Transitional Government of Afghanistan
replaced the "Interim Administration" for an 18 months period.
The new constitution of Afghanistan will be drafted during
this period and after holding a referendum and final
ratification of the constitution, the type of new political
system and Afghan government will be identified.
The global society welcomed the political changes and
developments in Afghanistan and bringing back the order
and stability to this country. In this way, for strengthening
the foundations of existing order in Afghanistan, the
reconstruction of this country considered to be a high
priority. Therefore, various countries declared their
readiness in Tokyo Conference to participate in the
reconstruction of Afghanistan.
The main goal of the conference of "Afghanistan: Prospect
for Future" being held by IPIS on December 22-23, 2002, is
the examination of event and the evaluation of activities
leading to the enhancement of the current political order
in Afghanistan and reconstruction of this country since
last year. The main topics and themes of the conference are:
1) Bonn Process: Evaluation of the Progress;
2) Reconstruction of Afghanistan: the Rate of Realization of
the Programs;
3) Social, Economic and Political Challenges Facing the
Transitional Government;
4) The Future Constitution of Afghanistan;
5) Afghanistan and the Region;
6) The Future Afghanistan: Global Responsibility.
Those interested in presenting their papers can submit a one-page
abstract along with their academic resume to the seminar's
secretariat by November 28, 2002, on any of the foregoing topics.

"The War on Global Terrorism in Afghanistan: A Critical Assessment"
Abstract:
This presentation will examine the limitations of the narrow conception
of terrorism, primarily as a "security" concern, by the U.S. government
and the media and the negative consequences of such an approach in
addressing the root causes of the problem. The presentation will
suggest alternative conceptualizations and possible solutions to the
problem of global terrorism which have not been considered seriously
or systematically so far. I will assess the impact of this year-long
war on Afghan society (positively and negatively), its prospects for
bringing peace and stability in Central and Southwestern Asia, as well
as its effects on the future national security of the United States,
both at home and abroad.

I just received a phone call from Lancashire Social Services, UK.
A young Afghan woman asylum seeker has died in childbirth and there
are no funds available to bury her which means she would have to be
buried in a communal public grave with 3 other bodies. The death
is tragic anyway but for her husband, being unable to give her a
decent funeral must be an added blow. Does anyone have any resources
that could contribute to the costs of a private burial? Lancashire Soc.
Services have been quoted £1,979. The woman dealing with this case is
trying hard to help so contacted BAAG. Any offers/ideas would be very
much appreciated so please give me a ring on 020 740 4400 or send a
quick email if you have any.

NOTE: SERVICE INTRODUCTION
Finally, I don't think I've told you about another ARDC project,
the "Afghan Connection". The idea is to match people, by
profession, with their peers in Afghanistan. So, an American
teacher would be linked to an Afghan teacher, a German doctor
with an Afghan doctor, etc. The goal is both cultural exchange
(via email) and development of common projects. For example,
the teachers might form a sister school relationship that helps
the Afghan school with supplies, etc. This gives some small
direct help to Afghanistan, and builds a stronger connection
to Afghanistan among the Americans taking part, thereby building
a stronger political base, as well.

NOTE: NEW AFGHAN MAP DEVELOPED
Frustrated over finding flaws, inaccuracies and mistakes
with most of the available maps on Afghanistan, I took it
upon myself to create what I consider the most detailed map
of Afghanistan. After three years of research and hard work,
the map was finally published in the summer of 2001, and it
became a success right out of the gate.
Here are some features of the map:
- 28"x40" full color on high quality glossy paper.
- Includes the latest administrative divisions of the country
- More than 2500 cities, towns and villages (more than any map
in this size and scale)
- An 10.5"x13.5" inset map of South and Central Asia.
- Includes "Afghanistan at a Glance" (facts about the country
including size, population, languages, ethnicity, climate,
terrain, major mountains, rivers, natural resources, exports,
imports, etc.)
- A "Time Chart" for finding local times of dozens of major cities
around the globe.
- A scale for converting degrees Fahrenheit to degrees Celsius & visa

I am writing to you from the Population Leadership Program at the
University of Washington to ask for your help in identifying and
notifying qualified applicants for this unique program. We are
currently accepting applications for the 2003-2004 program year.
The Population Leadership Program brings to the University of
Washington accomplished professionals and leaders from developing
countries who make population or reproductive health issues central
to their careers. Twelve Fellows per year are selected in a highly
competitive process. We seek applicants who have demonstrated through
their accomplishments the capacity to rise to higher levels of leadership
in their countries. Applicants may come from a wide range of areas and
responsibilities, including those with governmental responsibility for
making policy or managing programs, NGO implementation or advocacy work,
political leaders committed to population and reproductive health issues,
or regional or local officials moving up to broader responsibilities.
Fellows will receive round-trip airfare to the United States, tuition
and fees for courses at the University of Washington, health insurance
and a monthly stipend. The program includes academic coursework,
professional development activities, and post-fellowship support. More
